My cat only likes toys that move?

My cat is 1 year old and he is really hyper but he won't play with any of the toys we give him ( milk carton rings, little balls, catnip toys, feathers... ) so instead he just runs up and down the stairs and around the house and meows. he gets really bored. Our other cat, (his mom) won't play with him because he bites her and he's kinda rough. I feel bad for him.. he has nothing to do. I recently bought him a laser toy and he really likes it but that requires me to hold and move it around for him. He only plays with his toys if they're moving. I bought him a toy mouse once (it actually looked like a little mouse) and both he and his mom loved it! our older cat ended up carrying it outside and lost it somewhere. I bought that toy when I lived in my previous house though. We moved to another city. I went to Petco and looked for some similar toys but they didn't have any. Where can I buy one? and what kind of toys do you think will keep him busy? 10 points for best answer!
