How much does it cost to soundproof a house?

My fraternity is getting a new house and we want to make sure that we will not get rolled by the police during parties. How can we soundproof the house so the neighbors don't hear the music or people inside? I heard using thick curtains and egg cartons work very well. How would that compare with professional soundproofing material?
